*Notice to HVACR Licensees Pertaining to HB 1162 (2025)

Dear HVACR Licensee,

The Maryland General Assembly has enacted House Bill 1162 (Chapter 386, 2025), which introduces new requirements related to the sale and purchase of heating, ventilation, air–conditioning, and refrigeration (HVACR) equipment. This law takes effect on October 1, 2025.

Key Provisions:

Sales Restricted to Licensed Professionals: HVACR equipment may only be sold to an individual or a business who:

holds or employs a holder of a Master, Master Restricted, or Limited License issued by the State Board of Heating, Ventilation, Air–Conditioning, and Refrigeration Contractors, or employ an individual who holds one of these licenses;
operates a business that resells equipment to licensed HVACR professionals; or
falls under a statutory exemption set forth in Maryland Annotated Code, Business Regulation Article § 9A–103.

Penalties for Violations:

First violation: Civil penalty up to $1,000. Maryland Annotated Code, Business Regulation Article §§ 9A–501.1 and 9A-505.
Second or subsequent violations: Civil penalty up to $5,000. Id.

What This Means for Licensees:

Ensure your license is current and valid so that you can continue to purchase HVACR equipment without interruption.
Be prepared to confirm your license status when purchasing HVACR equipment.

This legislation takes effect on October 1, 2025.
